台灣關係法自一九七九年四月十日制定實施迄今已二十年,誠 為維護中美兩國間關係中一項非常獨特的法案。這項法案雖為 美國之國內法,但卻扮演著維持台海兩岸間和平穩定的重要任 務。由於其成效卓著,而使中華民國得以日益茁壯,台灣一躍 而成為亞洲經濟奇蹟的小龍,並經由經濟繁榮,終而邁向充分 自由與民主的大道。
有鑑於台灣關係法的重要性,今年三月起,包括中央研究院歐 美研究所、美國傳統基金會、美國企業研究所、華府威爾遜國 際學者中心、馬里蘭大學以及波士頓佛萊契外交學院等學府與 智庫先後舉辦研討會;本社同仁並分從海內外專訪當年涉及台 灣關係法制定或執行的學者專家與官方人士,作了系列報導。 這些專家學者們從檢視台灣關係法的過去、現在,進而探討美 國與台海兩岸關係的未來。
為了讓世人對台灣關係法,以及美國與兩岸關係有深一層的瞭 解,本社乃將海內外同仁所採訪報導的篇章以及專家學者與政 府人士之論述,匯集編纂成冊,全書前半部為中文,共分五 篇,而後半部則收錄了十七篇英文論述與報導。
如此,我們要特別感謝監察院長錢復博士與立法委員張旭成博 士,以他們親身參與制定台灣關係法相關事務的見證人身份, 細述當年台灣關係法的緣起、過程與現況,並就未來的發展提 出獨特的見解與建議;而我國現任駐義大利代表洪健昭博士也 就其當年擔任中央社駐華府特派員的採訪心得,提供對該法案 之觀察評析。相信本書的出版,對關心台北、華府與北京等三 方關係的各界人士,定有參考運用之價值與助益。
The Taiwan Relations Act (TRA), signed into law by President Jimmy Carter on April 10, 1979, is a unique piece of legislation governing U.S. relations with the Republic of China on Taiwan. It is a domestic law of the U.S., but has played an important role in maintaining peace and stability in the Taiwan Strait.
In view of the TRA's importance, relevant symposia since March 1999 have been organized by several ROC and U.S. academic institutions and think tanks, including the Institute of European and American Studies under Academia Sinica, the Heritage Foundation, the American Enterprise Institute, the Woodrow Wilson Center, the University of Maryland, and the Fletcher School of Law and Diplomacy of Tufts University.
CNA staff reporters have also made a series of reports at home and abroad through interviews with scholars and experts, as well as government officials involved in the formulation and implementation of the TRA. To help the public deepen their understanding about the TRA and U.S. relations with the mainland and Taiwan, CNA has decided to compile the viewpoints of the experts and government officials in book form which includes 55 articles and reports in Chinese and 17 others in English.
Special thanks are due to Control Yuan President Dr. Fredrick Chien and Legislator Dr. Parris Chang, who have recounted their involvement in the TRA's formulation and related developments, and presented their views and suggestions on the future development of Sino-American relations. Taipei's representative to Italy, Dr. Hung Chien-chao, who was CNA correspondent to Washington at that time, wrote the introduction for the book.
