2019冠狀病毒疾病(COVID-19)疫情重創全球,根據7/15最新疫情資料顯示,造成1300餘萬人確診,57萬人喪生,病毒蔓延196個國家地區,各國風聲鶴唳,重創產業發展。值此國際疫情仍處於艱困之際,台灣防疫國家隊充分結合數位科技與民間力量,帶領國人繳出了亮眼的防疫成績單,引起全球關注。 包括彭博(Bloomberg)、路透通訊社(Reuters)、英國廣播公司(BBC)、德國之聲(DW)等知名國際媒體皆曾報導台灣防疫成效。為提升台灣在公共衛生議題上的影響力,也讓台灣防疫經驗與成果能夠更廣泛提供各國參考,使疫情早日止歇,身為國家通訊社的中央通訊社(The Central News Agency)發起「TEAM TAIWAN 防疫成果國際宣傳計畫」,撰發3篇台灣防疫相關新聞向國際發聲,藉以擴展台灣的能見度。

2019冠狀病毒疾病(COVID-19)肆虐全球,台灣原本被認為疫情嚴重性可能僅次於中國,結果台灣全國上下一心,成為全球防疫的典範之一。台灣廣受國際肯定的防疫成果,展現的是政府超前部署與動員的能力、卓越的醫療水準與良好的公民素質。
台灣對抗COVID-19締造多項佳績,根據疫情統計網站Worldometer的詳細即時資訊,到6月底,在全球215個國家地區當中,依確診病例數從多到少,台灣排名155,而且從155名以後的國家,只有3國的人口多於台灣。
到6月30日,台灣僅441個確診病例,7人死亡,病例有將近8成是境外移入,每百萬人病例數(19)與每百萬人死亡率(0.3)都處在低點,僅有一家醫院和一所養護中心曾有院內感染,但感染人數不到10人,台灣醫療體系維持健全運作,醫療人員全力奉獻,都值得世界稱羨。
這樣的成果並非僥倖,靠的是政府及早察覺COVID-19疫情,超前部署各項防疫作為,並有效領導全國,團結一致防堵疫情,例如工具機業者在政府號召之下放下同業間原本的競爭,合作共組口罩國家隊,在3個半月之內,將每日口罩產能從不到200萬片增加到2000萬片。
在中央流行疫情指揮中心不眠不休的帶領下,第一線醫療人員犧牲奉獻,民眾也忍受一時的不便,全力配合政府的防疫措施。因此,總統蔡英文5月20日二度發表就職演說談到台灣防疫成果,第一個就感謝台灣的民眾。
台灣不僅防疫成果在全球獲得許多肯定,在口罩生產量滿足國內需求之後,更慷慨捐助許多國家,為台灣贏得友誼。相關新聞出現在美國、日本、歐洲各國乃至土耳其、印度的數十家媒體,許多國家的政府首長和官員,也公開稱許和感謝台灣。
美國主管亞太事務的助理國卿史達偉(David Stilwell)在祝賀蔡總統的就職影片中指出,台灣很早就針對疫情示警,在防疫過程中展現卓越、透明與充分尊重基本人權的典範,而且台灣還援助有需要的國家,包括美國在內。他說:「世界欠台灣一分情。」
美國國務卿蓬佩奥(Mike Pompeo)在致蔡總統連任的公開賀詞中,也稱許「台灣成為區域的楷模以及世界上一股良善的力量」。
Once considered the most vulnerable to the COVID-19 outbreak because it’s so close to China, Taiwan has turned out to be a model for the world’s fight against the pandemic, thanks to quick decisions and early measures by its government, and to the high standard of the island nation’s public health system and its people.
According to real-time data released on Worldometer , a website tracking global COVID-19 figures, as of June 30, Taiwan, with only 447 cases, ranked 155th among 215 countries in terms of the number of infections. Only three entities with fewer cases have a larger population than Taiwan’s, which currently stands at 23.81 million.
But such feats are no fluke. Credit must go to the government, which detected an outbreak in the Chinese city of Wuhan in December and which swung into action right away by imposing measures to prevent the virus from spreading in Taiwan. The government under President Tsai Ing-wen has led the country united by a common goal to fight the disease. Machine tool manufacturers answered a call from the government and put aside their rivalry to form a national team responsible for increasing Taiwan’s daily output of masks tenfold to 20 million.
Under the tireless leadership of the Central Epidemic Command Center, front-line medical professionals have made sacrifices and the public have put up with inconveniences while following restrictions imposed by the government.
Not only has it been applauded by nations around the world for its success in containing the disease, Taiwan has also won friendship by donating masks to numerous countries after meeting its domestic demand. Dozens of media outlets in countries such as the United States, Japan, EU members, Turkey and India have reported Taiwan’s success in fighting the pandemic and government leaders and public officials from numerous countries have openly praised and thanked the island and its people.
When congratulating Tsai on her second inauguration on May 20, U.S. Assistant Secretary of State David Stilwell said “the world owes Taiwan a debt for ringing the alarm, and for modeling excellent transparency and full respect for basic human rights” in Taiwan’s response to the COVID-19 pandemic. Taiwan stepped up to help many others in need, including the United States, he said.

有沒有想過,雖然地理位置靠近中國,台灣如何能設法將新冠毒阻擋在外? 就此,台灣前副總統陳建仁有一些答案。
「我認為可歸功於三項重要因素:審慎以對、迅速應變和超前部署,」陳前副總統在六月二十四日網路播出,人才循環大聯盟與美國在台協會製播的「疫情過後的新世界」節目中表示。
陳前副總統舉例說明,台灣從一個本地的網路公告欄系統得知在2019年年底最先發現冠狀病毒的武漢地區的情況,立即針對從該地區來台的旅客進行篩檢。
本身是流行病學家的陳前副總統表示,台灣同時開始採取防範醫院群聚感染的措施,加強對接觸者追踪,並且將曾經與確診病例有密切接觸的人進行隔離。
陳前副總統說,此外,政府啟動中央防疫指揮中心來協調政府機構的因應,統籌配售口罩及超前部署醫療物資,都有於台灣成功地對抗新冠病毒。
在一個月之內,台灣的手術口罩日產量從188萬個增加到2000萬個。
他指出,政府對其新冠病毒預防措施的詳細解釋讓大眾對於其處理情況的能力充滿信心,所以人們遵守政府的指示,包括經常洗手,戴口罩和遵守居家隔離的規定
在2003年嚴重急性呼吸道症候群(SARS)疫情爆發期間,陳前副總統擔任台灣的衛生署署長。他也強調,在防疫合作上,人才流通的重要性。
陳前總統說:「沒有一個國家能獨力對抗任何新爆發的傳染病。」
他舉例指出,在SARS疫病期間,台灣始終沒有得到世界衛生組織提供幫助,因為台灣一直被這個聯合國特別機構排除在外。幸好美國疾病控制與預防中心派了20名專家來協助,台灣得以度過這個健康相關危機。
他說,與此同時,美國專家也將他們在台灣學到的經驗帶回去,為美國制定因應SARS標準程序提供參考。
「如果人們彼此合作,交流人才,分享技術,世界將會變得更加美好。」
Ever wondered how Taiwan, despite its geographical proximity to China, managed to keep the COVID-19 at bay? Well, Taiwan’s former vice president, Chen Chien-jen, has some answers.
“I think there were three important factors that contributed to this: a prudent attitude in dealing with COVID-19, prompt actions in responding to different situations, and forward planning before a crisis,” Chen said in a webcast program produced by the Talent Circulation Alliance and the American Institute in Taiwan June 24.
One example of these was Taiwan’s learning of the situation in Wuhan, where the coronavirus was first detected in late 2019, from a bulletin board system in Taiwan and immediately screening passengers arriving from that city, Chen said.
Chen, an epidemiologist, said Taiwan also began taking measures to prevent hospital infections, enhanced contact tracing, and quarantined people who had close contact with confirmed cases.
In addition, the activation of the Central Epidemic Command Center to coordinate government response, the requisition of face masks, and the pre-positioning of medical supplies all contributed to Taiwan’s success against COVID-19, Chen said.
Taiwan was able to increase its daily production capacity of surgical masks from 1.88 million to 20 million in just over a month.
The government’s detailed explanation of its coronavirus prevention measures gave the public confidence in its ability to handle the situation, resulting in people abiding by government instructions, including washing hands frequently, wearing face masks, and following home quarantine rules, he said.
Chen, who served as Taiwan's health minister during the Severe Acute Respiratory Syndrome (SARS) outbreak in 2003, also stressed the importance of talent circulation in epidemic prevention cooperation.
“No country can combat any emerging communicable disease alone,” Chen said.
During SARS, for example, Chen said Taiwan did not receive help from the WHO because of its ongoing exclusion from the U.N. special agency. Fortunately, with the assistance of 20 specialists sent by the U.S. Centers for Disease Control and Prevention, Taiwan was able to weather the health crisis, he said.
Meanwhile, the U.S. specialists brought back what they had learned from Taiwan and contributed to the setting of standard procedures in America in dealing with SARS, Chen said.

2019冠狀病毒疾病(COVID-19)肆虐全球,台灣則是疫情控制得宜,並向全球80幾個國家捐贈超過5100萬片口罩,協助這些國家保護人民,特別是第一線的醫護人員,獲得各國的讚許與感謝。
截止6月底,接受台灣捐贈口罩的國家包括美國、日本、台灣邦交國、歐盟會員與其他歐洲國家,以及東南亞與拉丁美洲等地區的國家。
台灣從4月1日起共宣布4波口罩援贈行動,首波1000萬片主要是捐給美國與11個歐洲疫情較為嚴重的國家。5月初宣布的第3波當中,有700多萬片是捐給非洲和中東國家,受贈對象包括幫助敘利亞難民的工作人員。
台灣能夠幫助其他國家,是因為政府與人民合作,使疫情獲得有效控制。儘管台灣地理位置鄰近最早傳出疫情的中國,但截至7月21日,台灣僅有455個COVID-19確診病例,7人死亡。
此外,台灣每日口罩生產量在1月僅180萬片,在政府召集工具機與口罩廠商合組「國家隊」之後,產量於5月底增為每日2000萬片。
總統蔡英文在3月底造訪口罩國家隊一家廠商時,宣布要將每日產量目標提高到2000萬。她說,達成這個目標對整個國家的民心士氣很有用,不僅是提供口罩,也證明台灣的團隊可以一直挑戰這種極限。
外交部發言人歐江安說,台灣援贈其他國家大量口罩,沒有任何附帶條件。

As the COVID-19 pandemic ravages all parts of the world, Taiwan is lauded for donating over 51 million masks to more than 80 countries working to protect their people and especially front-line medical personnel from the virus.
As of the end of June, recipients included the United States, Japan, Taiwan’s diplomatic allies, European Union members, other countries in Europe and nations in Southeast Asia and Latin America.
The donations were made in four rounds that began in April, when 10 million masks went to medical workers in the United States and 11 countries in Europe. In the third round, in which over seven million masks were donated in May, 600,000 went to Africa and the Middle East, including aid workers who have been caring for Syrian refugees.
Taiwan is able to help other countries because its government and people have worked together to contain the virus despite its close proximity to China, where the first COVID-19 cases were reported. As of July 21, Taiwan had reported 455 confirmed cases, including 364 imported ones. Only seven of those infected had died.
The island nation has increased its daily production of masks from 1.8 million in January to 20 million by the end of May by putting together a “national team” of machine tool manufacturers and mask makers.
When visiting a member company on the team, President Tsai Ing-wen said that reaching the goal of 20 million masks a day would help boost the morale of the country and prove that Taiwan could push the limits again and again.
There were no strings attached to the international aid, according to Joanne Ou, a spokeswoman for Taiwan’s Ministry of Foreign Affairs (MOFA).
“What Taiwan has done is merely give others a hand when it can manage to look after itself,” Ou told reporters on June 30. “What we’re doing is to fulfill our obligation as a country in the international community and we don’t seek reward or even expect public expressions of gratitude”
Thank-you messages have nonetheless come from all over the world. When Taiwan announced the first round of donations on April 1, American Institute in Taiwan Director William Brent Christensen, the de facto U.S. ambassador, expressed appreciation and called Taiwan “a real friend indeed.”
