TaiwanICDF Partners with Malteser International to Support the Recovery of Ukrainian War-Wounded Individuals and Their Families
(中央社訊息服務20260518 15:37:53)The International Cooperation and Development Fund (TaiwanICDF) signed a Letter of Intent with Malteser International on May 17, 2026 to collaborate on humanitarian assistance in Ukraine. The signing took place during the opening ceremony of the Taiwan Smart Healthcare and Health Industry Exhibition held in Geneva on the sidelines of the World Health Assembly (WHA). Through this partnership, TaiwanICDF and Malteser International will work in the spirit of humanitarianism to support amputees, persons with disabilities, and their families affected by the war. The collaboration focuses on strengthening rehabilitation services and providing psychosocial support.
The signing ceremony was witnessed by Dr. Chia-Lung Lin, the Foreign Minister of Ministry of Foreign Affairs, and Ambassador Jean-François KAMMER, Deputy Permanent Observer of the Sovereign Order of Malta to the United Nations in Geneva. In this remarks, TaiwanICDF Deputy Secretary General Stephen J. H. Lee remarked that the signing marks a milestone in the partnership between the two organizations. He highlighted the shared belief of Taiwan and the Sovereign Order of Malta that “humanity transcends borders.”
“In the face of war and crisis, people-centered care and support remain the core values guiding Taiwan’s humanitarian response,” Lee stated. “The TaiwanICDF looks forward to working hand-in-hand with Malteser International to partner with Ukrainians in rebuilding their lives, contributing to their long-term recovery and social inclusion.”
Izabella Toth, Director of Business Control at Malteser International, noted that a meaningful partnership has already been established. She expressed her hope that this deepened cooperation with TaiwanICDF will bring a lasting, positive impact to communities affected by the war.
Since December 2024, TaiwanICDF has partnered international non-governmental organizations, including World Vision, Terre des Hommes, and the Polish Center for International Aid, to implement humanitarian projects in Ukraine covering women’s empowerment, mental health, psychosocial support, and emergency response. This latest collaboration with Malteser International expands the scope of Taiwan’s assistance by specifically addressing the complex needs of amputees and those with disabilities. The two organizations aim to empower these individuals overcome physical and emotional challenges, attain independence, and build resilience for the future.
