Yunlin County Government delegation visits smart facilities in Las Rozas, Spain
(中央社訊息服務20251106 10:08:55)On June 18, the Yunlin County Government delegation visited smart facilities in Las Rozas, Madrid, Spain. The delegation was led by Liu Chih-wei (劉志偉), Director of the Office of International Affairs, and joined by the members of the "Yunlin Talent Cultivation Program," including Lin Hsin-sheng (林欣生), Section Chief of the Planning Department; Deng Ya-chen (鄧雅謓), Section Chief of the Environmental Protection Bureau; Li Kuan-te (李冠德), officer of the Construction Department; and a team from the Institute for Information Industry. The trip included the Centro de Almacenamiento de Documentación Administrativa (CADA), Las Rozas Innova, Las Rozas Police Station, and La Talaverona Ecological Park.
The first stop was at CADA, a 14,000-square-meter, highly automated document storage facility equipped with laser-guided automated handling robots, an intelligent document tracking system, and constant temperature and humidity control equipment. CADA demonstrated its complete document storage process, including automated box imaging, intelligent barcode labeling, duplicate reference matching, and distribution to storage locations, ensuring efficient, error-free document flow management.
Regarding document digitization, CADA utilizes high-precision cameras to clean the document based on its condition before filming. Non-text documents are labeled with corresponding descriptions, emphasizing a strategy that balances image fidelity with long-term preservation.
At the Las Rozas Innova, the delegation gained a deeper understanding of how the city leveraged city-led mechanisms to integrate private sector innovation and drive urban transformation. Embracing the "city as a platform" philosophy, the center supports startups in testing and connecting them with public agencies and the market.
They studied a few cases of successful startups at the center. A local energy management startup showcased a platform that tracks and optimizes water, electricity, and gas consumption in a building. Another project provided energy footprint analysis for solar systems, which impressed the delegation with its efficient data management, user interface design, and ESG integration capabilities.
At the Las Rozas Police Station, the delegation learned how the city integrates technology and community collaboration to achieve efficient urban safety and security. The station has implemented a multi-layered surveillance system that, while complying with EU regulations prohibiting facial recognition, leverages AI to detect features such as hair color, clothing, accessories, and pets. This allows for effective tracking of criminal activity, immediate response to emergencies, and efficient deployment of police forces.
In addition, the police department places emphasis on the importance of transparency and citizen participation, such as allowing residents to participate in security hotspot meetings and setting up a feedback platform to optimize patrol strategies, making Las Rosas a safe and livable smart city model.
The delegation's final stop was La Talaverona Ecological Park, located on the city's edge. A former abandoned park, it was revitalized through a government project into an ecological center. By inheriting the knowledge of its agricultural predecessors and integrating nature conservation, environmental education, and sustainable infrastructure, La Talaverona not only provides citizens with opportunities to connect with nature but also embodies the integration of urban sustainability and education, embodying the governance concept of "city as nature."
The Yunlin County Government gained valuable experience in the digital transformation of document management, innovation promotion, public safety, and environmental sustainability through this visit to Las Rosas. These insights will serve as references for optimizing Yunlin's governance model. Yunlin County will continue to promote the "Yunlin Talent Cultivation Program" to lay a solid foundation for Yunlin's smart and sustainable development.
