Yunlin County unveils draft regulations to achieve net-zero and sustainability goals
(中央社訊息服務20251022 10:56:12)In order to strengthen the legal basis for Yunlin County to promote climate action and sustainable development, and to deepen the cross-departmental cooperation mechanism, the Yunlin County Government actively drafted the “Yunlin County Net Zero Sustainable Local Ordinance (Draft).” On Aug. 14, 2025, an inter-departmental and expert-scholar consultation meeting was held at the Yunlin County Government Conference Center. Professor Liao Tsung-sheng (廖宗聖), the Dean of the Department of Law of National Chung Cheng University, was appointed to explain the draft’s key points and provisions, and invited experts and scholars to exchange opinions as an important reference for the improvement of the ordinance.
To ensure that the provisions are locally relevant, forward-looking, and enforceable, while serving as an important policy tool to guide the Yunlin County government’s administrative agencies, industries, and local residents in joint pursuit of the net-zero transition, this meeting invited Professor Lo Chaur-Tsuen (羅朝村) of the Department of Biotechnology at National Huwei University of Science and Technology, Deputy Director Weng Wan-de (翁萬德) of the National Yunlin University of Science and Technology Incubation Center for Academia-Industry Collaboration and Intellectual Property, and Associate Professor Cheng Bai-you (鄭百佑) of the Sustainability Development and Social Responsibility Office at National Huwei University of Science and Technology to provide specific suggestions on climate governance, industrial transformation, and sustainable development. Their insights will help the regulations better meet the actual needs of the county in promoting net-zero sustainability. Continuous rolling review and social communication will be carried out in the future to ensure that they comply with the fair transition implications of the key net-zero emission strategy.
Director Li Ming-yue (李明岳) of the Yunlin County Government’s Planning Department stated that the “Yunlin County Ordinance on Promoting Net-Zero and Sustainability ” will serve as a foundational framework for driving the county’s net-zero transformation in the future. The professional opinions gathered from this expert consultation meeting will provide important guidance for adjusting and improving the content of the ordinance. In the future, the county government will maintain an open and inclusive approach, widely seeking suggestions from all sectors and establishing a close link between legal promotion and policy implementation. This will help to ensure that the ordinance is both forward-looking and practical, leading Yunlin towards the goal of net-zero and sustainable development.
